Comment from Professor Stephen Gorard, Durham University, who has researched schools in the north of England:
“This is a misunderstanding based on assuming that OFSTED grades and attainment are independent of pupil intakes. They are not. We already know that schools in North have different intakes and this can explain all of the difference in attainment. I have also analysed OFSTED grades (attached). There is a clear gradient with schools with better OFSTED grades having fewer FSM and SEN pupils etc. OFSTED is not judging school processes but school intakes. Nice leafy schools with few challenged pupils (incl grammars) are more likely to be rated outstanding.”
